Program Manager,Community Holistic Livelihood Development (CHLD)

PROGRAM/DEPARTMENT SUMMARY:
Community Holistic Livelihood Development (CHLD) Program is created to work in partnerships with the public and business sectors to restore livelihood for a project resettled community and provide comprehensive services for the greater regional community by community-led market-driven approach.


GENERAL POSITION SUMMARY:
The Program Manager will be responsible for development, management, coordination, and monitoring the Community Holistic Livelihood Development (CHLD) Program in the northeast part of Sichuan Province, including support to partner organizations with implementation of their respective projects. S/he will work closely with the corporate and local partners to benefit the local community.


ESSENTIAL JOB FUNCTIONS:
Program Manager
1. With support as needed from key MC/China staff, provide oversight on implementation of the Community Holistic Livelihood Development (CHLD) Program and its activities and provide support to the field.
2. Coordinate activities and communications between Mercy Corps, the resource partner and project partners including relevant government agencies at different levels, Chinese and international academic institutions, NGOs and the local community.
3. In coordination with Program Staff, lead the development of monitoring and evaluation tools and activities of the Program, including all necessary baseline surveys and assessments.
4. Directly oversee the organization of logistical support for field program activities (e.g. trainings, meetings, program site-visits, community activities and other program activities) and ensure that all support services for program implementation are operating effectively.
5. With the communication with local partners, identify problems and obstacles to project implementation in consultation with relevant stakeholders to resolve them.
6. Assist the finance team with developing program budgets and review the accordance between program expenditure and actual activities.
7. Act as liaison among the Chengdu office, Beijing office and Mercy Corps HQ office in responding to requests for information and documentation, project monitoring and reporting, donor communications, and all other related areas of need. 
8. Assist the Director of Programs, manage program external communications (including website, media and e-newsletter, etc.).
9. Assist with oral and written translation as needed (Mandarin Chinese, English).
10. Other duties as assigned.


ACCOUNTABILITY
REPORTS DIRECTLY TO: Director of Programs (DoP), Chengdu, Mercy Corps China
WORKS DIRECTLY WITH: DoP, Program Managers, Finance and Admin Officers at Mercy Corps Chengdu office, Country Director (CD) and Finance Manager of Mercy Corps China, HQ-based Program Officer and Regional Finance Officer for China, the resource partner and program partners
SUPERVISES: Program Officers/Assistant


KNOWLEDGE AND EXPERIENCE:
1. Experience with developing/managing/implementing complex programs in development issues in China with multiple local and international partners of different sectors.
2. Experience with donor requirements of one or more of the following: UN, EU, corporate/private donors and foundations.
3. Experience with NGOs or businesses and government projects with social components.
4. Experience with economic development, especially employment generation/enhancement programs.
5. Proven ability to formulate strategies in a team setting and with multiple partners.
6. Knowledge of quantitative measuring and evaluation methodologies.
7. Excellent communication skills, diplomacy and experiences.
8. Sensitive to political and cultural nuances and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations.
9. Ability to multitask, prioritize, and problem-solve, with a simultaneous attention to detail and strategic vision.
10. Fluent in reading, writing and speaking English and Mandarin.
11. Advanced university degree in international development, economics or business management, sociology, social work, public administration, public policy, other social sciences or related field.
