Program Officer, Community Holistic Livelihood Development (CHLD)

PROGRAM/DEPARTMENT SUMMARY:
Community Holistic Livelihood Development (CHLD) Program is created to work in partnerships with the public and business sectors to restore livelihood for a project resettled community and provide comprehensive services for the greater regional community by community-led market-driven approach.


GENERAL POSITION SUMMARY:
The Program Officer assists the Program Manager in the daily smooth running of the Program. This position requires responsibility of maintaining and improving multiple partnerships building, and through the partnerships, engaging enormously with the local community. This program also involves training development and organization.


ESSENTIAL JOB FUNCTIONS:
Program Officer
1. Assist with general program operations and field-based activity;
2. Liaise with and support key program staff to ensure that business development program is running effectively and making best use of project resources;
3. Provide written and oral translation and report writing for program staff, as necessary;
4. Monitor program activity to provide weekly overviews to the Program Manager on progress, challenges and suggestions;
5. Data-entry of program information, as assigned. Develop charts, statistical reports and data-bases as required by Program Manager;
6. Track project development throughout the target area;
7. Develop and maintain project and activity logs;
8. Assist program staff in coordinating logistics and project activities;
9. Assist with overall program development and future proposals for program follow-on activity;
10. Track project impact, standards, and operational compliance;
11. Coordinate training plans with partner staff, identify training needs and develop, implement, and maintain training plan. Participate in meetings as assigned;
12. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
13. Other duties as assigned.


ACCOUNTABILITY
REPORTS DIRECTLY TO: Program Manager, CHLD
WORKS DIRECTLY WITH: All Officers, Administration, Finance in the field and Chengdu office of Mercy Corps, the resource partner and program partners


KNOWLEDGE AND EXPERIENCE:
1. A university degree in social work, international development, economics or business management, sociology, public administration, public policy, other social sciences or related field.
2. Minimum of 2 years of experience in program management (community development program preferred);
3. Rich experiences in capacity building activities;
4. Report writing; ability to make recommendations for improvement;
5. Strong communication, computer (MS Office), filing, and organizational skills;
6. Proficient in spoken and written English;
7. Willingness to travel mostly in Sichuan province and Chongqing areas;
8. Strong team player and communicator;
9. Willingness to engage in problem-solving and troubleshooting
