Bidding Invitation for Baseline and Ending line Survey


---- Building Capacity for Disaster Mitigation and Poverty Relief in Rural China (DRR);


And Leveraging Local Solutions: Drought& Flood Management in Western China (DRRI)


 


Mercy Corps is looking for the experienced institution / consultant to carry out a base line survey (tentatively in Sep. 2011) and ending line survey (tentatively in June. 2013) for DRR/DRRI program.


 


Program Background


Mercy Corps’ Building Capacity for Disaster Mitigation and Poverty Relief in Rural China Program will build resilience to natural disasters in Sichuan and Yunnan Provinces by building the capacity of community & government bodies that are engaged in poverty reduction and disaster risk reduction, and identifying local mitigation activities and sustainable income generating opportunities linked to risk reduction.


 


Mercy Corps’ Leveraging Local Solutions: Drought and Flood Management in Western China Project will help communities address water issues caused by climate-related hazards – drought and floods in Southern Sichuan and Central Yunnan region - by promoting a participatory approach of systematizing local/traditional knowledge.  The program will aim to combine traditional knowledge and methods with established best practices and possible technological solutions. The program will also assist communities to mitigate negative economic impact from these hazards by introducing and promoting diversified and protective livelihood strategies.


 


Qualification of Bidder


1.     Institutional bidder should have legal status with comprehensive achievements in the field of social studies in China. Individual applicants should have highly recognized degree or equivalent experiences in the social sciences  with minimum of 5 to 7 years of field experiences;


2.     Advanced research experiences and familiar with development issues related to disaster risk reduction (particularly on Water related hazard) and livelihood in Southwest China;


3.     Excellent coordination skill with local authority and stakeholders;


4.     Proficient in spoken and written English (especially English report writing).


 


Bidding Documentation Requirement


1.     Institutional bidder should provide its legal registration documents, as well as introduction materials (such as capacity statement) ;


2.     Individual bidder should provide CVs and summary of past works in research and/or baseline & final evaluation (prefer  English version ) ;


3.     Based on the Scope of Work described below to develop survey methodology and detail work plan;


4.     Based on the Scope of Work described below to develop a draft budget which should be separated for baseline and ending line.

Summary of the Work Scope


 


Time Period:        Baseline Survey: September 2011 (tentative).


                             Ending line Survey: June 2013 (tentative)


Location:             Project villages in Sichuan and Yunnan provinces (TBD)


 


Purpose of Baseline Survey


Mercy Corps in cooperation with local partners will conduct a baseline survey to assess the general geography and demographic situation of the local communities, current knowledge and skills of the local residents on Disaster Risk Reduction (DRR), as well as the livelihood situation related to DRR in the 10 villages and communities respectively in Sichuan and Yunnan provinces.


 


The baseline survey will be conducted in close coordination with local authorities, and village-level leaders, in order to find out specific needs.  Based on the findings of the survey, appropriate strategies and modules need to be developed as a basis for future trainings.


 


Purpose of the Ending line Survey


Mercy Corps will cooperate with local partner and the consultant to conduct an ending   line survey on project sites in Sichuan and Yunnan Provinces. The purpose of evaluation is


1.      to evaluate the  information on the existing knowledge, skills and the livelihood situation in the 10 villages and communities respectively in Sichuan and Yunnan provinces;


2.      to compare with the baseline data and assess whether the program is meeting intended goal and objectives;


3.      to evaluate the efficiency & impact  that the program bring to the beneficiaries;


4.      to sharing experiences via collection of beneficiaries’ suggestions, those experiences & suggestions are for improvement of future work.


 


Key Survey Content


·         Governance: overall governance issues, particularly related to community's participation in the government’s DRR  and  water- related hazard planning


·         Risk assessment: related to capacity of risk assessment in communities


·         Knowledge and education: DRR knowledge and dissemination at the community level


·         Underlying risk factors:  factors include environmental and natural resources; sustainable management of ecosystems, economic development policy and practice; options for livelihood diversification


·         Preparedness and response related to community risk levels and disaster risk management


 


Program indicators


The service provider will assess the indicators based upon the indicator plan.


 


Key Outputs


1.     Final Baseline Survey Report and Ending line Survey Report (Final Report) for DRR Program both in English and Chinese in good shape for printing, highlighting major findings by program component. This should be straightforward and non-scientific/non-academic style.


2.     Final Baseline Survey Report and Ending line Survey Report (Final Report) for DRRI Program both in English and Chinese in good shape for printing, highlighting major findings by program component. This should be straightforward and non-scientific/non-academic style.


3.     All the collected material will be submitted to Mercy Corps, including the completed questionnaire and Excel form with imputed data, survey Forms with stated methodology, to include questionnaires, surveys, focus group plans, etc.


4.     A program database both in hardcopy and softcopy in an organized format.
