GENERAL POSITION SUMMARY:
The Mercy Corps China Country Director is an innovative and experienced leader responsible for managing Mercy Corps' ongoing programs and partnerships in China. S/He has held senior roles providing strategic direction and implementing successful programs within the international development sector and/or has held a significant position in the development of Chinese Civil Society. S/He has an excellent understanding of the Chinese context and is able to represent Mercy Corps effectively to partners and stakeholders at all levels of government, the corporate community and civil society. The Country Director has supervisory responsibility for the Mercy Corps China team and operations, develops sustainable, multi-sector programming and raising the resources adequate to implement them.  S/He is accountable to beneficiaries and donors for achieving program objectives. S/He places a high value on innovative solutions that add value to the work of Mercy Corps’ partners and show true impact for program beneficiaries.
 
PROGRAM/ DEPARTMENT SUMMARY:
The China Country Director provides strategic leadership for Mercy Corps' existing portfolio of programs focusing on Disaster Risk Reduction, youth empowerment, and economic opportunity and financial education, as well as initiatives focused on fostering social enterprise and the development of China’s philanthropic and civil society sectors.  Mercy Corps maintains a number of strategic, long-term partnerships with prominent governmental and civil society organizations in China, with programs that emphasize strengthening the institutional capacity of partner organizations and supporting local and international initiatives that deliver social and often economic benefit. The Mercy Corps team of approximately 25 full time staff operates out of offices in Beijing and Chengdu, implementing programs in Sichuan and Yunnan provinces, Beijing, and other major urban centers. The Country Director shall play a leading role in the achievement of Mercy Corps’ strategic goal of pioneering the collaborative engagement of western and Chinese development efforts in emergent and transitional nations.
 
The Country Director plays a strategic role in fostering and maintaining strategic partnerships with key Chinese stakeholders, and leads efforts to innovative collaboration in China and globally. S/He ensures strategic planning for program sustainability, effectively supports new and ongoing program development, and actively promotes Mercy Corps programs to potential donors in a funding environment in which Mercy Corps traditional governmental donors are not strongly active. The Country Director monitors program quality and assists with documentation of lessons learned, supports and monitors country office compliance with established agency policies and procedures, backstops existing grants, and directs internal and external program information flow.
 
  
ESSENTIAL JOB FUNCTIONS:
Strategy and Vision
·         Identify, research, and highlight relevant areas for program development, including potential new initiatives and funding sources.
·         Explore, evaluate and respond to funding opportunities, leveraging impact and integrating activities with partners and stakeholders in local and national government and civil society in China and abroad.
·         Work closely with Mercy Corps leadership to define a country strategy consistent with Mercy Corps' priorities and strategic framework.
·         Lead the annual country planning process and provide timely reporting and strategic updates.
·         Identify strategic partnerships with leading Chinese organizations to complement and expand the country and agency strategies at local, national and international levels.
 
Representation
·         Represent Mercy Corps and the China program to stakeholders at all levels of local and national government, the business community and civil society. 
·         Communicate a clear vision of present and future program goals and strategies to donors, partners, and team members that translates into concrete programs and work plans that demonstrate sustainable social and economic value.
·         Build and secure funding from corporate partnerships and  other non-traditional donors.
·         Build and consolidate partnerships with key Chinese civil society organizations.
 
Operations Management
·         Ensure effective and transparent program implementation and use of resources in compliance with Mercy Corps and donor policies/procedures.
·         Maintain operational systems that ensure efficient administrative support for programs, as well as segregation of duties between finance and operations.
·         Oversee budgeting and financial management and reporting, including for sub-grantees.
·         Apply Mercy Corps’ DM&E principles and framework to programs and ensure the country’s overall strategy includes effective, timely reporting systems for all donors.
 
Team Management
·         Recruit, manage, and motivate a skilled, efficient team; incorporate staff development strategies and performance management systems into the team-building process, encouraging a culture of learning and innovation.
·         Supervise and lead a diverse team of direct and indirect reports, fostering a respectful and effective team environment.  
·         Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
 
Organizational Learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
 
Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
 
SUPERVISORY RESPONSIBILITY: Director of Programs and Mercy Corps China national staff
 
REPORTS DIRECTLY TO: Regional Program Director
 
WORKS DIRECTLY WITH:  Senior Vice President Global Partnerships and Alliances, Program Operations, Resource Development, Finance, and field staff.
 
KNOWLEDGE AND EXPERIENCE:
·         MA/S or equivalent in international development, political or social science, management, or other relevant field.
·         Seven years of management experience, including program development, strategic planning, program implementation and evaluation, staff supervision and development, training, team building, finance and administration, and donor and government relations.
·         Senior-level leadership, capacity building and field management experience.
·         Experience working collaboratively with local and national levels of government and ability to effectively represent the organization and its interests to a diverse range of actors in the public, private and civil sectors, the media and the public.
·         Experience working in China in the sectors of development, civil society engagement or related field preferred.
·         Successful and proven negotiation, communication and organization skills.
·         Fluency in spoken and written English is required. 
·         Fluency in spoken and written Mandarin is required.
 
SUCCESS FACTORS:
The successful Country Director will display an entrepreneurial spirit that is both creative and flexible. S/He will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to assist in the development and implementation of Mercy Corps’ program strategy. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are also essential. An understanding of the current political, economic, social conditions and the historical context of assigned country programs is important, along with the ability to obtain, analyze and act on large amounts of information from a diverse range of sources. S/He must have both the confidence and humility to work effectively with a large variety of people who will be diverse culturally, economically and in social status. S/He must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations.
LIVING /ENVIRONMENTAL CONDITIONS:
The CD is based in Beijing with regular travel to Mercy Corps field offices and programs in Sichuan Province and elsewhere.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

项目/部门简介:

美慈中国国家主任为美慈减少灾害风险、青年的赋权、经济机会和金融教育的项目,以及社会企业的培育、中国慈善事业和公民社会部门的发展,进行战略性领导。美慈的项目侧重于加强合作伙伴的组织能力,支持地方和国际上能带来社会利益和经济利益的举措,从而与中国杰出政府机构和民间社会组织维持战略性的、长期合作伙伴关系。美慈团队约有25名全职员工,在北京和成都办公室工作,在四川、云南和北京以及其他主要城市执行项目。美慈的战略目标之一是在新兴和转型时期的国家里开拓西方和中国在发展领域的合作,中国国家主任在其中要发挥引领作用。

 

中国国家主任在建立和维持与中国主要利益相关者的战略伙伴关系中具有战略作用,并且领导中国和全球范围创新合作的工作。他/她要确保战略规划有利于项目可持续性;有效地支持新的和正在进行的项目开发,积极向潜在的捐助者推介美慈项目。国家主任监测项目质量,提供经验帮助,支持、监督国家项目办公室遵守机构政策和程序,支持现有的资助,管理内部及外部项目的信息流。

战略与愿景

·         为项目开发,对相关领域进行甄选、调研,提出重点方向,包括潜在的新项目和资金来源。

·         对筹资机会进行探讨、评估和响应,充分利用影响,将其活动与地方、中央政府以及海内外民间组织的合作伙伴及利益相关者相结合。

·         与美慈领导层密切合作,制订符合美慈工作重点及战略框架的国家项目战略。

·         领导年度国家项目规划的制定,及时提交报告和战略更新。

·         甄选与中国领先机构的战略伙伴关系,从而在地方、全国和国际等各个层面,补充扩展国家项目战略和机构战略。

 

代表

·         向地方及国家各级政府、商界和民间组织的利益相关者代表美慈及其中国项目。

·         与捐赠者、合作伙伴和团队成员沟通,制订清晰的愿景、现在及未来的项目目标和战略,并将其转化成能体现可持续的社会价值及经济价值的具体项目和工作计划。

·         建立、争取来自企业合作伙伴及其它非传统捐助者的资助。

·         建立、巩固与中国主要民间组织的合作伙伴关系。

 

运营管理

·         确保项目执行有效、透明,资源的使用要符合美慈及捐赠者的政策和程序。

·         维持高效运营系统,确保对项目的行政管理支持,财务和运营之间需要职责分离。

·         监督预算以及财务管理和报告,包括对次级受助人的监督。

·         在项目中应用美慈的设计、监测与评估原则和框架,确保国家的总体战略要包括对所有捐赠者的有效、及时的报告系统。

 

团队管理

·         招聘、管理和激励一支技术熟练的、高效的团队;将员工发展战略和绩效管理系统纳入团队建设,鼓励学习和创新的文化。

·         监督和领导多元化的团队,培养互相尊敬的、高效的团队环境。  

·         为国家项目的团队建设作贡献,帮助团队成员找出解决问题的办法,确保全体团队成员在相关的决策过程中团结一致。

任职资格:

·         硕士学历, 或者在国际开发、政治或者社会学、管理或者其他相关领域的同等学历。

·         至少7年管理经验,包括项目开发、战略规划、项目执行及评估、员工督导和发展、培训、团队建设、财务及行政管理,以及捐助者与政府的关系。

·         高层领导、能力建设和地方管理经验。

·         与当地及国家各级政府的协作经验,具备向公共部门、私营部门及民间部门、媒体和公众有效代表机构及其利益的能力。

·         有在中国发展部门、民间组织的参与或者相关领域的工作经验者优先。

·         具有成熟的谈判、沟通与组织技巧。

·         要求英语说写能力俱佳。

·         要求普通话说写能力俱佳。

生活/工作条件:

中国主任常驻北京,定期到美慈的外地办公室、四川省及其他各地出差。

美慈中国团队的成员在赴外地任职或者到外地考察、出差时,无论工作时间与否,始终代表机构形象。无论何时何地,美慈团队成员的行为举止应当专业得体,并尊重当地的法律、风俗习惯、美慈的政策、程序及价值观。
